OSCAR ARMANDO DACCARETT
State Commissioner of Sport Fishing
Baja California Sur, Mexico
Owner - Natural Stone

It was the vision of Governor Narciso Agúndez Montaño and Oscar Armando Daccarett that brought the Governors Cup Tournament Series to Baja Sur. A businessman by nature but a philanthropist at heart, Oscar is never happier than when he is helping others less fortunate then he. His work with underprivileged youth and communities includes the building of a sports and recreation complex in San Jose. He is also heading up the drive to support the IGCT's 3 official charities; Casa del Abuelito Feliz, Casa Hogar of Cabo San Lucas and Casa Cuna in La Paz. To Oscar, sport fishing has not only the ability to greatly expand development of rural Baja Sur, but it also provides the chance to engage young people in healthy activities away from the lure of street life, drugs and gangs.

Capt. Dan Kipnis
CAPTAIN DAN KIPNIS
Executive DIrector
Captain Dan Kipnis, a Florida Native, grew up fishing the waters of Biscayne Bay and the Gulfstream. He founded and directs the Florida Billfish Masters Tournament and The Sailfish Tournament and serves as communications, scoring, rules and MC for a dozen other billfish tournaments around the world. An ardent conservationist, travels talking to hunters and anglers about Global Warming and its effect on the oceans and near coastal environments and is deeply involved in environmental issues. Currently serving on the Miami Dade County Climate Change Task Force, he applies his environmental expertise as Chairman of the Economic, Social and Health Committee. Dan looks forward to presenting a world class event showcasing the bountiful fisheries enjoyed by Cabo san Lucas anglers while also raising awareness of environmental and social issues.

CLICERIO MERCADO
Tournament Organizer
Vice President, Casa Hogar Cabo San Lucas

Clicerio Mercado arrived in Los Cabos in 1989 taking a position as Food & Beverage Director for Hotel Presidente in San Jose del Cabo. A few years later he took a position with Hotel Plaza Las Glorias on the waterfront of the Cabo San Lucas Marina. It was there that he met Robert Bisbee Sr. and began a long relationship with the Bisbee Tournaments in Los Cabos. His 15 years of experience in organizing fishing tournaments is just one of the assets Clicerio brings to the tournament. Clicerio is also the Vice President of Casa Hogar Cabo San Lucas, one of the charities that the IGCT supports.

MINERVA SAENZ VALENZUELA
Tournament Organizer
Owner, Minerva's Baja Tackle & Charters

Minerva Saenz Valenzuela may as well be called the "mother of sport fishing" in Los Cabos. Minerva and her husband Bob, made Cabo San Lucas their home and opened Minerva's Baja Tackle and Sport Fishing Charters over 31 years ago when Cabo was just a sleepy little fishing town. A staunch supporter of conservation, Minerva has been at the forefront of efforts to preserve the fisheries of the Baja for decades. She is an invaluable friend to the sport fishing community, is actively involved in fund raising and support to several charities in the Los Cabos region and her knowledge of the in's and out's of tournament fishing in Mexico makes us proud that she has joined the IGCT staff.

ROBERTO GOROSTIZA
Tournament Secretary

Roberto Gorostiza joined the Governors Cup Tournament series in the very beginning and has been a key member of the team assisting in the organization of over twenty tournaments in Baja Sur. Roberto's experience in tournament fishing began in the 1960's working alongside his father who brought tournament sport fiishing to Mazatlan with the Dorsey Tournaments. His passion for the ocean also drew him into the world of sailing. A resident of Cabo San Lucas, he first came to the area over 35 years ago and has been involved with business and community affairs ever since. His strong belief in the need for sustainable fisheries and marine conservation has kept him closely involved in the promotion of tag and release sport fishing.

RICHARD CHUDY - DOLORES PERALTA
Tournament Communications & Media
Owners - Cabo's Best

Richard and Dolores are the designers of our web site and handle the design of our collateral materials (magazine ads, brochures, banners). They are also the owners of Cabo's Best, a travel and tourism guide to the best of Cabo San Lucas and the Los Cabos area. They are also the producers of IGFA Angler's Digest having filmed their fishing show all around the world with their partner, Mr. Bill Boyce. They will be filming during our tournament and will produce a recap video highlighting the tournament events. Both have been involved in the promotion of billfish conservation and are adamant about the use of circle hooks and catch, tag and release of not only billfish, but also support taking only what one can eat and releasing all other fish back to the sea.
